A transgender prisoner allegedly attacked four women at a U.K. prison, giving pause to prison officials about whether the existing policies surrounding housing regulations suffice.
The biological male allegedly assaulted four women in total, Metro reported Wednesday. The criminal arrived at the U.K.’s New Hall prison in Wakefield and assaulted a woman less than a week into his sentence.
The man has been living as a woman for two years but has not undergone gender reassignment surgery, according to The Sun.
An alleged victims explained that the transgender prisoner — who she said was previously her friend — approached her and placed his arm on hers while his penis became erect. A second victim alleges the inmate made inappropriate comments about oral sex while giving her a hug. A third alleges the transgender inmate kissed her. The allegations come after the U.K. passed the Gender Recognition Certificate (GRC) Act in 2004, giving persons who identify as transgender a number of protections. Transgender people who’ve been “living” for two years or more as transgender and been diagnosed with gender dysphoria qualify for a GRC certificate. They are not required to surgically transition in order to receive a certificate.
English and Welsh prison regulations stipulate that prison guards can transfer biological males that identify as female and have GRC status to female prisons. Transgender prisoners can also be housed according to their identity on a case-by-case basis if a judge rules to permit it.
There are roughly 13,800 male sex-offender inmates in England and Wales, according to a House of Commons 2017 report.
There were 70 transgender prisoners in Wales and England in March 2016, according to the Ministry of Justice. That number has increased to 125 prisoners, the Ministry reported.
The transgender inmate has since been sent to a men’s jail.
